Penn Trails authored a comprehensive Trail Planning & Management Guide for the Department of Recreation & Parks of Howard County to guide the entities within the County who contribute to the planning, design, construction and management of natural surface trails. This included County agency personnel, developers, and organized volunteer groups. It assists with describing terminology, trail planning and management fundamentals, and provides a standard to ascribe trail planning decisions against.
